How do I replace the driver's side bi-xenon headlight ballast in a 2009 Audi A6 3.0T

The instructions on the first document are for the control unit which I can easily get to from the engine bay since this is located on the upper left side of the housing. The ballast is on the bottom of the headlight housing towards the drivers side fender. Can this be accessed by removing the inner fender cover? Do I absolutely need to remove the headlight assembly from the car?

The headlamp will need to be removed, the bumper is in the way so you cannot replace through wheel well. Bumper needs to come off for most work on this car and can be done pretty easily once you get the hang of it so its something you will probably have to do in future again if you plan to do work on vehicle. Ok. I took a look at it earlier today and was not really sure how to remove the large plastic trim piece that runs behind the grill and over the lock (lock carrier cover in the pdf file). The instructions are pretty vague, so do I just lift/pry up the front edge of the cover?

That is correct, there is also the metal screw that needs to removed in center rear. Let me know if you run into more questions, thanks.
