If the cycle does finish but the dispenser just doesn't open, then the dispenser itself is failing. There is an actuator motor on the back of the dispenser that is supposed to trigger and open the lid and whether the motor is bad or the lid is just not working mechanically correct, the dispenser would need to be replaced. The cost of the part is usually about $75-90 depending on the exact model number which is located on a sticker on the right side of the door.
