after a power surge my ge refrigerator would nt work. Replaced run capacitor and control board. Now just a hum. before I replaced the control board the compressor and fan would start I would hear a click and then nothing

Unfortunately if the fans are running and the unit just hums but the compressor won't run, your compressor itself has shorted out and would need to be replaced I'm sorry to say.
