Are you able to access the lower element for testing with an electrical test meter to see if it is heating? It sounds like it is faulty. Does it appear to be intact?

i"m just a woman I went thru steps in book Thought I might have overlooked something so thought I woul check before I call for service

I suspect the lower bake element is faulty. That would make the top broil element cycle more to attempt to get to temperature and cause the issues you are having. I believe the bake element will need to be replaced. The element will run about $70 and the service call about $125-150 to have it professionally repaired.
