Are you able to remove the rear panel from the compressor area? If so, look behind the compressor for a copper tube that is running through the plastic drip pan. Is that copper tube all green?
Okay, well there are two scenarios, neither one is real good.
Either there is a leak in the sealed system (usually at that copper line I mentioned) or the compressor was damaged during the power issue (probably low voltage). Both scenarios will require professional service as they involve special equipment and training. You can expect the cost to be about $350 + parts. If the compressor is in need of replacement, that will run about $350 in parts. Expected life is about 8 years.

If you are certain the compressor is running and the fan in the freezer is running, it is not going to help. If the compressor is faulty, I would replace the refrigerator.
