Does it heat even with the timer off or only with the timer on but the dryer not running?

So even with the timer in the OFF position, it still heats?

it heats randomly even when it is sitting idle - yes

So there is more than one issue. The heater should only come on when the timer energizes it and the motor switch closes to send the other side of the line voltage to it. Do you have a meter to perform any electrical testing with?

First, can you test the heating element to see if it is shorted to ground?

no - not working on it now - wanted to maybe get a part on the way from work - not that simple i guess?

Well, it is likely that the element is shorted because otherwise, the timer and motor would both have to be faulty, which would be very unlikely. Would you like the element part number?
