Not enough water would not cause an out of balance spin, as the unit begins to do a spin the washer should be draining the water out anyway.

Then it is not an issue with the machine r,it is a issue with the way it is being loaded.
The washer can be out of balance with just one item being washed .
When washing make sure all the items in that load are like items(like items meaning) they weight approx the same when wet.
So towels with towels ,jeans with jeans ETC
Doe you sort the clothing to be washed in this manner?
