I am putting a gas oven in place of an electric one.
The gas oven has a 110volt cord for the display unit.
The electric oven has a 220volt outlet behind both ovens.
My question is: Can one of the three wires in the 220 outlet be
capped off to make the outlet 110volt?

Hello, this Dave. Yes you can do that but you should fuse lower that what the stove used. 15 amps is all that is needed for the gas stove. If there is a ever a problem with the gas stove and you don't lower the breaker to 15 it would never trip.
