Are you sure the power to it is correct?
OK you need to see if there is 240 volts to the unit as the clock runs on only 120 and the unit will do all that but not heat if the power is not 240 volts. I would say based on the issue you have a power problem 99.99%

Do you have a volt meter to check the incoming power to it?
Ok just let me know when you have it or have checked it please.
If you want to do a simple test shut the power off to the unit and just switch the outside two legs swap them...turn it back on and see if the clock powers up...if not power issue 100%
Does the lower oven work?
Ok check and see if the high limit thermostat is tripped
Is there a push button on it?
No on the top a red button the high limit
OK try it does it heat now?
