Great! Can you remove the cover from where the cord is attached to the machine? Test between the center terminal to each outer terminal, looking for 120 VAC. Do you read that voltage there with both tests?
That would be your problem, you are missing one side of your breaker. Flip it off and on a few times and see if it comes back to life.
It may not look tripped but may be internally. Be sure to turn it totally off and back on.
Still no beep on the black wire?
Wiggle the cord in the outlet, any change?
So the cord is faulty. Does it look burnt or otherwise damaged?
No, I suspect there is an issue with either the connection in the outlet or the cord is faulty.
If you are having no power at the cord terminal, it has to be one of those issues. Replace the cord if outlet checks fine, otherwise you may need a new breaker. The tester you have may show voltage when it is low due to a faulty breaker or other issue.
