If you're certain you turned the breaker off to the dishwasher and you're certain the dishwasher was where the noise was coming from, you have a bad control board. That is the only thing that can hold residual power inside and continue making a sound even when power is disconnected. The control board would need to be replaced if you re-apply power and the dishwasher doesn't work or the noise returns. You'd need the full model number located on a sticker on the right side of the door in order to order the correct control board.
