The easiest way to diagnose ice maker issues is to manually fill the ice maker mold. If it dumps cubes in a few hours, check the line between the ice maker and valve and replace the valve if it is clear. If it does not dump ice, the ice maker is likely faulty. Are there cubes in it that are ready to dump or is it dry?
If it will not upright itself, then the ice maker is faulty.
Okay, see if it fills.
Remove the line from the valve that leads to the ice maker. If you can blow through it, replace the valve. If you cannot blow through it, it needs to be thawed at the ice maker.
