Hello, this is Dave and I'm happy to help you. This model has a single speed fan motor. It does have a motorized air door at the top of the refrigerator section. Are you sure it is opening? If the freezer temperature is normal and the refrigerator is warm it could be the air door.

door is open. Fan seems to be running slow

Seems odd that a new fan motor would get tight and slow down. They do slow down if the airflow gets blocked. Do you see heavy frost starting to form on the freezer wall?

No

Was it a factory part? What was the part number?

Customer: replied 1 year ago.
Whirlpool 13062901

That is the right number. If it still runs slowly when you remove the freezer cover you will need to replace it. Parts warranty will cover it if you just replaced it.

Replaced it twice

How are you judging the speed of the fan? Are you sure the air returns under the refrig crisper are open?

Customer: replied 1 year ago.
When I first put fan on spins fast. Fast enough I wouldn't stick finger in it. After about an hour slows to where I can stop with finger without a problem.

I never heard of this unless the motor is binding. Does it spin freely by hand?

Customer: replied 1 year ago.
Motor I took off does also

Are they getting tight when cold?

Customer: replied 1 year ago.
Prob so since slowing down.
Expert:  Appliance Tech Dave replied 1 year ago.

If it runs full speed when you warm it up that is the case, but replacing it should have corrected the issue.

It didn't. Not sure what to do next

I wish I had a better answer but based on the information you gave it sounds like the fan motor. It just makes me wonder since this is not common and most times when replacing a part more than one time give the same result we eventually find there was another problem. Voltage should be 120vac but I doubt that is wrong.
