My Samsung wf409 is draining but not spinning. I can hear a short hum that indicates the motor is trying to spin but isn't moving the drum.
I also cannot manually turn the drum. Is the drum seized? Or should I not be able to spin manually?

Is the basket that you cannot turn centered in the opening?

it is centered. If I shake it the drum seems to move as one total assembly and return to normal position. It isn't loose, outer to inner. With power off I can't budge the drum rotationaly.

There is either a piece of clothing jamming the basket or something mechanical has failed. Take off the rotor at the back and make sure nothing came loose there. If that is fine then you will have to take the washer tubs apart to see if anything is caught in there. It's a lot of work, but that is the only way you will see what is wrong.
