That is the thermostat bulb.

You need to mount it back up in order for the thermostat to properly sense the internal oven temperature.

Is the stove top save to use?

yes the cooktop is fine I suspect the clips that held the bulb in place have rusted away or broken

You will need to take some wire and make a holder to go up into the holes in the oven ceiling just small pieces of cloths hanger will work just bent them in a loop and put one need of the loop in the ceiling then even the oven will work fine also
