When my washer is filling with water, the inlet hose jerks

When my washer is filling with water, the inlet hose jerks for several minutes and then smooths out. I bought a new inlet (mesh) hose several month ago, but the hose still jerks. I cleaned the small filter that the hose is connected to, but the problem persists. Sometimes the water flows freely, then other times (most of the time) the inlet hose jerks when the washer is filling.

Does both hoses jerk or only of one of them?
