Hi, that means the thermal switch is bad or the control is bad. Test the thermal switch for continuity. The red button on top is hard to press in. You have to push it straight down until it clicks. 99% of the time that's the issue. If the thermal switch has continuity, the board is bad.

You could do that. You don't have an ohm meter? You could test each side of the thermostat for continuity. That would take seconds to do. You have to push hard on the red button and straight down.
Does the bottom one test the same?
The relay board has a loose connection or the relay is shorted on it. You will need to replace the relay board.
