First thing to do is use a meter and verify proper voltage to the dryer. It could be the breaker is bad.
Or it could be the wall plug is bad also. do you have a voltage meter?
1. check voltage at back of dryer, if no voltage then
2. check voltage at plug receptacle, if voltage, replace receptacle if not replace breaker in panel.

also check the dryer plug for burnt wires were it connects to the dryer.
