First , remove the drain hose from where it connects to the dishwasher - leave the other end connected, and see if you can blow through it , if not then something is caught in the hose. If you can blow through it , remove the next part , the part it was connected to from dishwasher sump. there is a one way flap in it,see if something is stuck in it. You'll have to pull the dishwasher out to accomplish this.
