What does the unit do?

Nothing. We had a power outage/phase brownout and the condenser will not turn on when I turn the Thermostat

IS anything running on the unit? The fan by the compressor or the evap fan?

When I plug it in, something turns on. The condenser fan on the top does not, and it appears that the fan on the bottom doesn't either.
