The sensor is bad or the main board is. Try the sensor first as it is the cheaper part and if that makes no change then replace the board. I have found testing the sensor to be unreliable, so that is why I say replace it. The sensor fits into the sump assembly and is easily changed. You must pull the dishwasher out and get it on its back to make that repair.
