Hi, 99% of the time the pump is blocked. You have to bail or have someone bail as much water as possible so you can remove the pump on the bottom. The pump has a small impeller. Usually debris will get inside and stop the impeller from turning. If the impeller is clear, the pump would most likely need to be replaced because it's shorted.
