Hi, when this happens it means the motor is either jammed with debris or has failed. When the impeller inside gets stuck the motor can not turn. It will make a hum when it tries to start and then a click when it clicks off on the thermal protector.
You will need to take the sump/motor apart to check the impeller. If you've never opened one up, you may want to call a technician. If you're fairly handy, you can tackle this issue. If the impeller spins freely, the motor windings are bad and the motor would need to be replaced.
