So, there is an issue with the cooling, not with the temperature controls. I suspect there may be an air flow problem. Can you hear a fan running in the freezer section? Can you see any frost on the back wall inside the freezer?

No fan is an issue, it needs to be moving air.
Number 14 in the diagram at the link below is the evaporator cover that houses the fan. I suspect that part will need to be replaced.
