Try to start a self clean cycle and then cancel it to reset the lock. If that doesn't work, unplug the oven and wiggle the door latch. Plug the oven back in after 60 seconds and see if the latch will reset. If none of that works then the oven lock would just need to be replaced.
That latch could still be bad even if it's not actually in the locked position. As long as the latch is sending the signal to the oven that the door is locked, it won't allow the cooktop to work. Do check your control panel to make sure there isn't a button labeled something like "cooktop lockout" because if you have that button, try to press and hold it for 5 seconds to remove the cooktop lockout. Otherwise you still need to try to wiggle the latch or replace it.
