my dishwasher fills with water up to the door on the initial soak cycle and won't progress from there.

I suspect the water is then leaking over the tub and initiating the drain pump in a flood cycle. The valve is probably faulty or the control may be keeping it energized too long. Do you have a meter to test the voltage at the water valve to see why it is overfilling?
