When I plug in my dryer there is no power and I tested with meter there is 250 on one leg and 0 on the other will plugged up if you test outlet alone it is 120ish on each leg

With the plug in the outlet it's is hot to neutral 250 v only on one side with no plug in its hot to hot 250 and hot to neutral is 120 on both sides

Check the connections of the cord set in the dryer. The neutral has to be in the center terminal.
