Frost forms from moisture, so either air is leaking into the cabinet or the defrost drain is clogged up. You would have ice forming on the freezer floor if the drain was clogged.
Make sure nothing is keeping the drawer from closing fully on all sides- a tiny gap will cause frosting fairly quickly.
