Welcome and thank you for your question. I will be the professional that will be assisting you.
There's only two things left if he replaced the valve and has the wires connected..
The ice maker itself is bad or the fill tube is frozen. The fill tube is the part that goes through the wall. It stops at the ice maker to allow the water to flow into the cup on the ice maker. That fill tube could be frozen. It's a fairly common issue on these units. Either take the hose off the back and blow through it or remove the ice maker to look into the line. Use a blow dryer or hot water and a turkey baster to clear the line. If the fill tube was frozen, the valve needed to be replaced to fix it anyways. When the valves leak slowly the fill tube freezes. The only way to fix it is to replace the valve.
If the fill tube is open, the ice maker has to be the culprit. Really the only options. Make sure he connected the wires to the water valve. If he did, you know what to check.
