freezer on the bottom is there is ice building up on the evaporator fan I have to thought out every month and a half to two months is there a service bulletin on this model that I can use to fix it or is the damper stuck open or closed

sounds as if you have a defrost issue.
No service pointer!
Have you removed the kick plate and gotten the technical data sheet and advanced the unit into defrost to see if it would defrost the coil?

No defrost issue. That work fine. The evaporated fan gets iced over every 2 months

ok so you have to have either a door gasket not sealing properly or a door is not closing all the way at times .
In order to have warm moist air to accumulate on the fan blades.
If you open the door (BOTH) about 1/2 way and just let go of the doors will they go closed by themselves?
And do the door gasket have any wrinkles or tears on the rubber gasket material?

You will need to look!!
The duck bill on the end of the drain tube is not a factory part it is an after manufacture part on Whirlpool manufactured products.
The only damper you have is between the fresh food and freezer section if it was stuck in the open position the fresh food section would be too cold.

We just looked and no duck bill but had a pea trap design. And fridge is at normal temp.

well if you are certain that the doors close each time by themselves .and ALL the door gaskets look good .and the dispenser door closes tight after each use.
The drain line is the only place the warm moist air can be coming from.
