Do you have a model number by chance? And if you turn all the burners on, does the sparking stop by chance?

the sparking does not stop when all the burners are turned on.

Ok, so if the clicking won't stop even when all the burners are on, it means that your spark module is acting up. Now if you know that you had a boil over recently or you were cleaning the cooktop, sometimes water will get down into the cooktop and just needs to dry out. You can try to unplug the unit or turn the circuit breaker off for 24 hours and let it dry out. If you plug the unit back in and it continues to click, the spark module would need to be replaced. But you will need a model number to look up the correct part number inside the cooktop that you need to replace.

I turned off what appears to be the circuit breaker for the cooktop and the sparking continued.

If it's still sparking then that isn't the circuit breaker for the cooktop. Either it's mis-labeled or something to that effect. Either way, you can always unplug the nit if you go underneath the cabinet.
