Hello, and thank you for using this service. I'll be helping you with your problem today.

There are two reasons why the heater wouldn't shut off if the thermostat has been replaced already---either you have a bad control board, or the element is grounded. You'll need to unplug the dryer and disconnect the 2 wires going to the heating element. Test continuity from one terminal on the heater to the case of the heater and then do the same with the other terminal. If either terminal has continuity between the the heater case and the terminal, then you need to replace the heating element itself. If continuity is open between the terminals and the case, then you need to replace the control board.
