In the defrost cycle, does the water go into the drain tube and directly on the bottom frame on which sits the compressor, or should there be a separate drain pan?

You are correct. On a lot of the GE top freezer models the drain pan is actually molded hard plastic and is the area where the compressor mounts and the water goes there. The heat from the compressor and the fan back there evaporate that water at a faster rate than it can accumulate. Very normal.
