Do you have 120 volts across the 2 terminals on the element?
When I tested the volts I had one terminal of the meter on ground and one to the bake terminal. There was 120V at each bake terminal. I'm guessing I should have had a meter terminal on each bake terminal at the same time?
So, if I'm getting only 120V with the element out of the circuit, I should look to the breaker first for 240V? If that's the problem I can fix that easy. If the source isn't the problem where should I look next? The bake element has continuity and reads 19.9 ohms.

Just to continue a little, If the power is fine at the plug, which part is the problem on the range if there is only 120V to the element?
So, between the terminal block and the element (same question)?
Yes, I understand, But which part on the range is going be causing the problem if everything is good to the terminal block ?
