If the carbons check out ok, the next thing is to look for a broken segment on the armature and also test the field for continuity.

Let me know what you find. Can you also re check the model number please?

Armature and field check out okay. I am wondering if that means it is probably the phase control board. Is there any way to check that out?

In that case I think you are correct and its the board.

Unfortunately there is no way of testing it due to the complex electronics
