A fuse? A short? A safety switch?
There must be a stuck relay on the control board to cause anything on this to run when it is simply plugged in. The control board can only be replaced, not repaired, so it may be most economical to buy a new unit as some of these boards can be costly and microwaves are not that expensive anymore.
