I am working on an Admiral 2T513F/1 refrigerator. The evaporator is icing up. The defrost element is reading 208 ohms. Is this the problem or could it be control/thermostat?

The problem more than likely is the defrost thermostat. The defrost thermostat is clamoed to the evaporator or on the pan by the evaporator. It is wired in series with the heater. When the unit is cold and frosty the thermostat has to read closed...Check that out as it probably is your issue. Here is what it would look like. 208 ohms for the heater seems a bit too high and could be the issue, but check the thermostat first...if it is ok then replace the heater.
