yes it will fill up with water and when you put it to drain and spin it will drain and it sounds like it want to spin put does not

The error code F51 indicates an issue with the RPS sensor in the motor. It has been a source of trouble for the Cabrio, Bravos and Oasis machines. This code indicates that the control cannot "see" what the motor is doing, so it displays the code and ceases to function properly. You may try unplugging the machine for 5 minutes to reset the control, but the error code will likely return. There has been a kit developed for the F51 trouble and it comes with complete installation instructions, including pictures. It is available at the link below.
