Welcome..I have 23 years of Experience In the Appliance Repair Field..Working directly with All Major Appliance Brands..Do you have a model number for the dishwasher..? When this happens..Are you hearing the drain pump motor running..?

there is motor noise and the base below the filter is rotating but the water is not exiting.

Ok great..If the motor is running..Then either the drain pump impeller is damaged (Glass etc has exited through thru the drain pump) Or the drain hose is blocked from the drain pump to the sink drain..Take a bucket..Remove the drain hose at the sink (Normally a Garbage disposal)..Set the drain hose into the bucket..Start the washer..See if the unit will drain..If not..Then you will manually need to drain the unit..(A shop Vac Works Well)..Next remove the front lower kick plate..Take a flashlight..follow the drain hose to the drain pump..Disconnect the hose at the drain pump check for blockage..You can do this by blowing air from that point through the drain hose..If the drain hose is ok ..then replace the pump itself as the impeller is damaged..Thanks Bob
