Do you have a model number so I can see how the power button should react? And what happens if you push the power level button 2 or 3 times?

OK so that is definitely now how the power level button should work on this microwave. If you want you can unplug the microwave for 60 seconds to see if the electronics will reset. If that doesn't work, then the display board itself would need to be ordered and replaced to fix the issue. Below is a link to the manual for your microwave if you happen to need it.
