Hi,Welcome to Just Answer, My name is XXXXX XXXXX forward to helping you today.

Using bleach cleaners isn't causing it, the problem is common, when they paint these at the factory sometimes there not really clean and the paint wont stick, after so many years the paint lifts and exposes the metal which then rusts. these are baked on at the factory so its difficult to paint them at home and have it look the same not to mention it will rust again. sanding and using an epoxy paint is all you can do to fix this . they sell epoxy appliance paint at most Lowe's and home depot. hope this helps. thanks Bryan
