Does the timer go to the end even though it won't drain? Is there actually water in the tub or are the clothes just soaking wet?

Both, when I run it with no clothes it leaves about inch and a half of water

ok so it's definitely not draining well if it's not draining all the water out with no clothes inside, but unfortunately figuring out this problem is not going to be easy at all. This could be a motor that is going out and spinning too slow, or possibly a partial clog in the hose between the tub and the drain pump, or maybe the drain hose or drain pump itself. There isn't going to be a clear cut answer for this one so you just have to take the washer apart and make sure the drain hose is clear as well as the hose between the pump and the tub. If it all looks clear, look at the drain pump and check for a partial blockage inside. If you find nothing, just replace the drain pump and hope that it drains properly. If not, then the motor would need to be replaced.
