does it stop filling if you unplug the washer or do you have to shut the water off ?

it will stop if I change it to that cycle but it will not agitate

you have a bad pressure switch, or the tube running to the tub is clogged, take the tube off and blow through it , if you can blow through it into the tub replace the switch, its the switch you use to set the water level.
