can you feel frost on the freezer panel ?

can you remove the panel and see if the coils are all frosted up.

This is the defrost timer its located at the back where the compressor is located turn the small cog slowly till the fridge stops then wait 15 min to see if the frost thaws if it does replace the defrost timer.b

yes remove the bottom back panel you should see a small metal box with the timer inside you should be able to turn the cog without removing it from the box .

Found timer..turned until it clicked..the refrigerator did not cut do I determine if it is timer or heating element?

If it clicked but didn't cut off the compressor the problem is with the timer the contacts are welded together, replace the timer.
