You should have 120 volts going to the solinoids. If you have voltage going to the solinoids and no water entering the unit then the solinoids will need to be replaced.
120 volts going to the solinoids during the fill cycle that is.

None that I am aware of, no. If there is no voltage at the solinoids when the unit is in fill cycle then the contreol board has failed. Be sure to check all of the wireing though. A loose or corroded connection may be the problem too.
