Did you word that correctly?
If so then the pressure switch is most likely not working correctly.

the washer makes a humming sound as if it's running, the drum is turning (agitating) but no water is filling into the washer when it is turned to the wash cycle load size and the knob is pulled out.
Then the pressure switch is bad or the tube is clogged. the washer thinks it is full of water.
The pressure switch is the knob that you set the water level with
there is a tube that runs from this switch to the bottom of the tub
it is a small 1/4 inch tube.
you can remove the control panel rear cover to access this

yes. the pump has nothing to do with the washer filling with water.
The pump only drains the water
