When my washer agitates, the drum is not standing still...it

When my washer agitates, the drum is not standing still...it is moving with the agitation. It seems as if there is a "something or part" broken that holds the drum in place while it agitates and then releases during the spin cycle. The washer goes through all the cycles so its not the timer....I believe it is that "something or part" that is broken...do you know what it is and where to start looking?

How do you know its not the clutch or brake?
