I was cleaning my oven a couple weeks ago and got error code f5e1 and when I went to use it a week ago it would not heat at all. The clock works and it beeps like it is preheating. Would this be the control panel that needed to be replaced?

Its not the control panel it is the door lock.
F5 E1 16 Door latch not operating Check that door switch is completely closed. Check latch, solenoid, and actuation switch for electrical or mechanical malfunction.

When we tested the voltage the elements are not getting any power to them would would this still be caused from the door latch not operating?

Yes if it is not in the right position or one of the switchs on it has failed it would cause the oven not to heat.
