GLEB27S&ASA. Lower element not heating. Element looks good, has continuity from connection to connection, no shorting from connection to exterior. Tested for voltage between wire connectors and got none. Upper element works-at least it comes on during heat-up. Clues? Thanks, Eldon

well the upper element comes on because the relay for that element on the clock is good, the bottom element relay is bad. you cant change the relay you will need to replace the clock,.
