I have an electric dryer, my basement flooded however, the technician says that my dryer is still ok. I haven't plugged it in yet and want to claim a new one on my insurance. How can i ensure it won't work when i plug it in and ensure it is water damaged?

Just the fact that the motor was under water is proof enough that it will fail in a month or so, water will rust the windings in the motor so you can claim it on your insurance, once you get paid for the dryer use it till it does breakdown.
